Dr. Fine attended Tashkent Medical School in Uzbekistan. He completed his fellowship in Surgery at the Second Medical School of Moscow, Russia where he obtained his Ph.D. in Clinical Physiology.

Dr. Fine then took an Advanced Course in Medicine and Patient Care in Moscow. Dr. Fine spent his post-graduate residency in Internal Medicine at Flushing Hospital Medical Center in New York.

He has worked for Roxborough Memorial Hospital as well as his own private practice in Philadelphia PA, and Victory Memorial Hospital in Brooklyn NY.

Dr. Fine has written eighteen articles and a book and holds four patents.
